Eine neue Bewegung in "New Europe"
Prager Konferenz gegen USA-Raketenschirm forderte von Regierungen Ablehnung des Projektes

Das 2003 vom damaligen USA-Verteidigungsminister Donald Rumsfeld im Gegensatz zum kriegskritischen Westeuropa als »New Europe« gefeierte Mitteleuropa altert erstaunlich schnell, was die Friedenspolitik betrifft. Jüngster Beleg dafür ist die Europäische Konferenz gegen die Militarisierung Europas, die am vergangenen Wochenende auf Einladung der Initiative »Ne sakladnam« und des linken Mittel-/Osteuropa-Netzwerks Lavka.info in Prag stattfand.
Anlass der Konferenz war die heutige Aufnahme von Verhandlungen zwischen der Tschechischen Republik und den USA über die Stationierung einer Radarbasis für das geplante Raketenabfangsystem in Tschechien und Polen. In den 90er Jahren konnten »Russophobie« und USA-Gefolgschaft der offiziellen Außenpolitik Polens und Tschechiens noch auf einen soliden Zustimmungssockel in der Bevölkerung setzen. Neuere Umfragewerte zeigen aber, dass zumindest die Gefahren, die die USA-Pläne für Mitteleuropa bergen, von der Mehrheit der Menschen erkannt werden, wie auch die tschechischen Redner auf der Konferenz optimistisch feststellten. Dass sich auch der frühere sozialdemokratische Außenminister Jan Kavan und der frühere Dissident Petr Uhl blicken ließen, zeigt, welche neuen Chancen diese Debatte für die tschechische Linke eröffnet. »Ne sakladnam« (»Keine Basen«) kündigte denn auch eine Ausweitung ihrer öffentlichkeitswirksamen Aktionen auf das ganze Land an und warb bei den ausländischen Aktiven um Teilnahme an der großen Protestdemonstration am Pfingstsonnabend in Prag. Und die polnische Initiative »Stop wojne« (»Stopp dem Kriege«) kündigte an, dass sie noch in dieser Woche mit der Sammlung von Unterschriften für ein Referendum beginnen werde.
Andere europäische Anti-Militärbasis-Initiativen berichteten über ihre Aktivitäten, so auch die Leipziger Aktionsgruppe »Flughafen Leipzig NATOfrei«, die sich bemüht, die militärische Nutzung dieses Flughafens durch die USA-Armee öffentlich zu machen.
Tobias Pflüger, Abgeordneter der linken Fraktion im Europäischen Parlament, belegte anhand von Zitaten aus Papieren des USA-Verteidigungsministeriums, dass das Pentagon selbst den Zweck des Raketenschirms darin sieht, Gegenschläge angegriffener Staaten unmöglich zu machen und damit eigene Erstschläge zu ermöglichen. »Aber auch die EU-Länder betreiben eine Militarisierung ihrer Außen- und Sicherheitspolitik mittels Errichtung von Militärbasen, beispielsweise in Gabun und Usbekistan«, warnte Pflüger.
Kate Hudson, prominente Friedensaktivistin der »Campaign for Nuclear Disarmament« aus Großbritannien, stellte den Raketenabfangplänen dann Aspekte des Völkerrechts gegenüber. In der abschließend angenommenen Prager Deklaration wurden die Staatspräsidenten Polens und Tschechiens aufgefordert, die Mehrheitsmeinung ihrer Bürger zu respektieren und ihre Zustimmung zu den Plänen der USA zu verweigern.
Die westeuropäischen Gäste und auch die Organisatoren selbst waren beeindruckt. Marko Forberger von Lavka.info meinte, mit diesem Treffen habe die mittel- und osteuropäische Friedensbewegung gezeigt, dass sie ein eigenständiger politischer Faktor geworden ist. Nun wird es darauf ankommen, wie effektiv sich Friedensbewegte aus »old Europe« und »new Europe« im Engagement gegen den Raketenschirm vernetzen können.

Anliegen von Lavka.info ist es, ein linkes Netzwerk in Mittel- und Osteuropa zu knüpfen, um den Austausch über gesellschaftliche Entwicklungen, Kultur und Lebensweise zu fördern. Partner sind die Europäische Linke, soziale und globalisierungskritische Bewegungen sowie alle emanzipatorischen, humanistischen und ökologischen Akteure bzw. freien Medien. The declaration displayed below was adopted by the conference 'Against the militarisation of Europe' which took place in Prague at the 5th of May 2007, and was attended by over 150 participants from 15 initiatives from 10 countries. All people who share our concerns about the consequences of the planned US missile shield for peace and stability in Europe are invitied to sign here.
PRAGUE DECLARATION
Made by participants in the International Conference against the Militarization of EuropePEACE DOESN'T NEED NEW MISSILES - We say no to the US missile defense system in Europe
Faced with new US military plans to begin official negotiations with the Czech and Polish governments on May 10th, the signatories of this paper declare:We voice our protest against the plans of the Bush administration to install a "national missile defense system" for the US on the territory of the Czech Republic and Poland. Most people in the Czech Republic and Poland, as well as in the rest of Europe, reject plans to host this system. We reject the official reasons given for the NMD project as mere preprague-texts.
The realisation of the US plan will not lead to enhanced security. On the contrary - it will lead to new dangers and insecurities.
Although it is described as 'defensive', in reality it will allow the United States to attack other countries without fear of retaliation. It will also put 'host' countries on the front line in future US wars.
The governments of Poland and the Czech Republic recklessly risk unleashing a new arms race, jeopardising the present framework of international agreements on nuclear non-proliferation and conventional arms control throughout the world, but especially in Europe.
What we really need is disarmament as a precondition to peace and genuine human security.
To face the impending ecological crisis we need international cooperation and trust, not confrontation.
Peace initiatives, democratic and emancipatory political forces, women's and environmentalist movements, trade unions and faith activists must come together in their resistance to this attempt to play one European country off against the other. We see our protest as part of a global movement against all foreign military bases and other infrastructure used for wars of aggression. It is a contribution to building peace in Europe and the world, and to empowering local communities to act together and protect their rights and guarantee their public role.
European Union and Nato states must not participate in this new military adventure of the Bush administration. Peace remains our foremost task.
We demand of those responsible in the European Union, especially President Klaus and President Kaczynski, to listen to the will of the people of the European Union. We demand that they act democratically and hold binding referendums on the deployment of NMD components in their countries.
We emphatically reject the attempt to legitimise the US plans through the back-door of NATO and EU decision-making. Across a wide range of nationalities and walks of life, we call on you: Together let us do everything to prevent Europe from becoming the stage for a new arms race and a new politics of confrontation.
We call on all people to take part in demonstrations and to speak with and write to their elected representatives, members of government and heads of state, to tell them that they do not want a new politics of confrontation and that this will be remembered at the polls.
