Mr. Chairman, ladies and gentlemen,

It gives me great pleasure to attend this annual conference, which provides a global platform for exploring solutions to security issues and enhancing cooperation in the security field. While peace and development remain the themes of our time, the unfolding trend of economic globalization and multi-polarization continues to facilitate the foundation of and produce opportunities for the long-term coexistence of different social systems, civilizations and development patterns. It has also resulted in closer economic links and greater interdependence among different nations, whose interests are becoming increasingly intertwined.

The world, however, is far from being peaceful and tranquil with new challenges and menaces: conventional security threats becoming interwoven with non-conventional ones, terrorist forces getting rampant, and ethnic and religious conflicts aggravated. Transnational problems such as proliferation of WMDs, environmental pollution, drug trafficking, cross-boarder crimes and severe contagious diseases continue to threaten the very survival and development of mankind. With the multiplicity and transnational feature of such security threats, no country can play safe all by itself. Under such circumstances, only by strengthening international cooperation can we turn challenges into opportunities for a win-win situation benefiting all.

Mr. Chairman, China, with its continued rapid growth, is drawing much of the world's attention. Many people are trying to find out what kind of road China has taken in its development, what kind of foreign and security policies China is pursuing, and what possible impact such policies will have on the rest of the world. Here I would like to tell you in most explicit terms that China has chosen and will adhere to the road of peaceful development. This is a solemn pledge that China has made to the world. This inevitable choice is based on China's national realities, China's cultural traditions, and the trend of development in today's world. China's development has been and will remain a peaceful development, an open development and a cooperative development - a road through which China seeks to develop itself by way of safeguarding world peace and which, in return, will contribute to world peace and common prosperity with the fruit of its own development.

As a member of the international community, China has been consistent in advocating and always ready to develop friendly cooperation with all other countries on the basis of the Five Principles of Peaceful Coexistence.

China holds that politically all nations should respect each other and consult with each other. China stands for enhancing multi-lateralism, international cooperation, the role of the United Nations and other international and regional organizations, democracy in international relations and the establishment of a fair and just international political and economic order.

China maintains that while seeking development, each country should work for a mutually beneficial and all-win situation. The international community should strengthen coordination so as to steer the direction of economic globalization in favor of common prosperity. The diversity of development modes deserves respect, and full respect should be paid to the right of developing countries in choosing their own social system and development mode according to their national conditions. They are entitled to equal rights to participate in international economic affairs. We deem it necessary to set up an open and equitable trade regime, with a reformed and improved international financial system. Economic and trade frictions ought to be solved through dialogue and consultation conducted on an equal footing.

China believes that diversity of civilizations is one defining hallmark of human society, in which different civilizations can live and prosper side by side by drawing on each others' strengths through dialogue and exchanges in the spirit of seeking common ground while shelving differences. That will be the way leading to a harmonious world.

Holding high the banner of peace, development and cooperation, China pursues an independent foreign policy of peace in its external relations, promoting peace and development through cooperation, and thereby contributing to peace and common prosperity in the region and the world at large.

As an Asian country, China adheres to the principle of befriending all its neighbors, trying to foster an amicable, stable and prosperous neighboring environment. Efforts have been made to strengthen bilateral relations, promote regional cooperation and address hot-spot issues and emergencies with a view to promoting regional peace, stability and prosperity. China upholds the principles of equality, mutual benefit and win-win result regarding regional cooperation in which China expects to achieve its own interests by expanding the scope of common interests with neighboring countries, i.e. to gain and to let gain at the same time.

Continued development of good-neighborly and friendly cooperation with India is an important part of China's foreign policy towards its neighboring countries. In April last year, China and India declared the establishment of a strategic and cooperative partnership for peace and prosperity, which has uplifted the bilateral relations between the two countries in an all-round way.

As a developing country, China has made unremitting efforts to facilitate development and stability of the developing countries as a whole. Being keen to promote South-South cooperation and North-South dialogue, China is working hard to expand economic and trade cooperation with developing countries and has provided assistance to the best of its ability. China has also given much impetus to the establishment of the China-Africa, China-Arab and China-Latin America Cooperation Forums in an effort to strengthen mechanisms of collective dialogue and cooperation with other developing countries and to further advance the traditional friendship and mutually beneficial cooperation.

As a big country, China is actively developing relations with other major countries so as to promote strategic stability and peace in the world. China has established partnership of different types with other major countries and worked hard to expand the areas of converging interests while carefully handling disputes in the interests of world peace and common prosperity.

China-US relations have on the whole remained stable and are steadily moving ahead. The two sides have engaged in frequent dialogues and exchanges at all levels, enhancing mutual understanding and trust. Communication and cooperation between the two countries have intensified in such areas as economy, energy, science and technology, anti-terrorism, nonproliferation and regional security, etc. Healthy and steady growth of China-US relations is in the fundamental interests of both sides and also benefits world peace and stability.

The strategic cooperation partnership between China and Russia has further deepened. The two countries have not only strengthened cooperation of mutual benefit in political, economic, military and energy fields, but also engaged in close collaboration on major international and regional issues, promoting multilateralism and democratization of international relations.

China-EU Comprehensive Strategic Partnership has become more substantial. China maintains a frequent exchange of high-level visits with the EU and its member states. The exchanges and cooperation in culture, education, science and technology, environmental protection and other fields are showing encouraging momentum.

China and Japan are close neighbors with very close economic ties. China has always regarded its relations with Japan as of great importance. In face of the complicated situation in the bilateral political relations in recent years, China holds that both countries, particularly their leaders, should proceed from a strategic height with long-term perspective, strictly follow the principles established in the three political documents between China and Japan, strengthen exchanges and cooperation in the spirit of looking into the future while taking reference from history so as to create an enabling environment for the stable and sound development of relations between the two countries.

China has been extensively involved in multilateral activities centered on the United Nations, and has played a constructive role in safeguarding world peace and stability by actively engaging in international cooperation in various fields such as economy, anti-terrorism, arms control, peacekeeping, human rights, justice and environmental protection, etc. in an effort to tackle major challenges and hot-spot issues. Meanwhile, China has also carried out wide range of economic cooperation with other countries in the fields of trade, finance, investment, resources and energy, trying to make its own development an impetus for the common development of the world. With the immense market and broad space for cooperation brought about by its development, China is offering and will continue to offer considerable opportunities for the rest of the world and has become a dynamo that drives the economic development of both the region and the world at large.

Mr. Chairman, China stands for a new security concept that features mutual trust, mutual benefit, equality and collaboration. We are working to enhance mutual trust through dialogue, resolve conflicts through consultation, and seek stability through cooperation. China supports efforts to conduct security dialogues and to establish regional security cooperation mechanisms so as to strengthen and deepen multilateral security cooperation. China stands against hegemony and power politics. We oppose terrorism of all forms and are committed to the eradication of the root causes of terrorism. We advocate that international cooperation based on the principles of international law should be intensified so as to find solutions to all conventional and non-conventional security problems and to jointly deal with global threats and challenges.

China's security policy is designed first and foremost to safeguard the sovereignty, unity and territorial integrity of the nation. At the same time it is also geared to the needs of economic development and the creation of a stable international environment, particularly, a favorable neighboring environment. There are three policy objectives: first, to maintain China's own stability and development; second, to maintain peace and stability in the neighboring areas and third, to promote international security dialogue and cooperation.

China's national defense construction is aimed at safeguarding security and unity of the country and ensuring smooth advancement of economic development. China refuses to join any military alliance or engage in any arms race. China does not seek spheres of influence nor sets up military bases overseas. China opposes the proliferation of nuclear weapons and other WMDs and stands for the complete prohibition and thorough destruction of nuclear weapons. China has promised in explicit terms not to use or threaten to use nuclear weapons against non-nuclear weapon countries or regions. This policy will remain unchanged. At the end of 2005, we concluded the 10th round of disarmament since the founding of the People's Republic, adding the total number of reduced troops to almost 2 million over the past two decades.

In conclusion, China's peaceful development is a blessing not only to China, but also to the world as a whole. A stable, open and prosperous China marching on the road of peaceful development will make still greater contributions to peace, stability and common development of the world.
